Chambersburg Moves Forward with Growth and New Projects

According to the 2024 census, the population of Chambersburg, PA was roughly 22,041 individuals. This recorded population exhibits a striking 5.2% increase from April 1, 2020, to July 1, 2024. Furthermore, demographics in Chambersburg demonstrate the abundance of citizens between the ages of 18 and 65 years old, with the median age being 41.2 years old. The borough is currently home to about 1,552 veterans from primarily the Vietnam, Gulf, and Iraq wars, producing upwards of 7% of the Chambersburg population. Based on the 2020 census and 2025 population statistics, the number of individuals living in Chambersburg is projected to increase by 0.18%.

Though Chambersburg is home to a wide variety of employment opportunities, it is certain that Health Care & Social Assistance, Manufacturing, and Retail Trade make up a large percentage of the borough’s employment with a substantial 47.7% (17.8, 14.9, and 15% respectively). In the past year, the town has experienced a significant decrease in the number of employed individuals by 3.45%, raising the unemployment rate from an average of 3.1% (2023 statistics) to 3.45% (averaged unemployment rate from January 2025 to April 2025) according to the U.S. Bureau of Labor Statistics. On the contrary, the cost of living in Chambersburg, Pennsylvania is about $46,440 per year for a family and $32,400 a year for a single person. With this, the cost to live in the borough is 11.5% lower than the U.S. cost of living average and 6.4% lower than the Pennsylvania cost of living average.

In the approved Town Council’s 2025 fiscal year budget, Chambersburg boasts their uniqueness compared to other cities and boroughs in Pennsylvania, claiming they have the “most complex budget in Pennsylvania” (Stonehill). Statistics from 2021 to 2022, the last available data where all municipalities reported their fiscal status to the state, demonstrated a notable jump in rank from 12th largest municipality to 8th with $114,595,112 in total revenue and $117,047,890 in total expenditures. Stonehill, the Chambersburg Borough Manager, continues to explain the impending increase in utilities this year in the fiscal year budget report, but ensures the citizens of Chambersburg that they will remain having the lowest cost in utilities compared to neighboring counties and the overall state of Pennsylvania. The total cost of the increased utility rates are expected to be around $20 more per month for a single-family household.

In 2025, Chambersburg will adopt a third dedicated bond tax (for debt financed projects) that will be used for a “new site of the Borough’s future public works facility” in the space of the demolished cold storage building on S. Fourth Street (Stonehill 6). The intended purpose of this new building is to house water and wastewater maintenance equipment, as well as related materials. Any type of recycling or trash functions will not be available at this location due to the expectation that the building and surrounding area will not serve for residential housing. As a result of this, the construction of the new Conococheague Creek park and termination of the Loudon Street facility will not occur until about 2027 to 2028. Similar to other projects in recent years, the upcoming public works facility will be partially funded by dedicated real estate tax (roughly 24% annually). The rest of the funding to make up the remaining 76% annual cost will come from “various Borough utility operations” (Stonehill 7).
